Witnesses said that a man in shin-high green socks and brown-penny loafers and no pants exposed himself outside the H&M store in Midtown Manhattan on Friday.
One woman spotted him, took pictures on her cell phone, and called the police.
Cops who were nearby soon caught the guy and put him in cuffs while a Fox 5 crew was there.
He wouldn't answer our questions as officers put him in a patrol car and took him away.
Police said they expected to charge him with indecent exposure.
