State Dept. worker walks into hotel lobby HOLDING HANDS with man who strangled her for refusing sex


U.S. Department of State employee Victoria Tcaciuc was found strangled in a Rio de Janeiro hotel room recently. She was on vacation at the time.

According to Rivaldo Barbosa, head of the Rio police homicide division, Tcaciuc was killed on Feb. 20. A hotel employee found her body on the same day. It is not known how the 38-year-old wound up in Rio, but Barbosa said that she was planning to visit at least four other cities on her vacation before coming home to the United States. She was divorced and had no children.

Police have a suspect in custody. Alessandro Rufino Oliveira Carvalho was seen entering the hotel by security cameras. He has acknowledged that he was in Tcaciuc’s room with her but has said that he did not kill her, reports the Huffington Post.

Carvalho left the hotel, which is in Rio's Copacabana neighborhood, less than an hour after entering. He then traveled to Sao Paulo. Carvalho was arrested upon his return to Rio.

Barbosa revealed that Carvalho and Tcaciuc met at a crafts fair and then went and had lunch. After the meal, they went to the hotel. “We suspect that he killed her because she refused to have sex with him,” Barbosa said

The O Globo newspaper quotes Carvalho as saying: “In the hotel all she wanted to do was smoke a cigarette and watch television. There was no sex and when I left she was very much alive.”

The U.S. Consulate in Rio would not reveal very many details about Tcaciuc, but it is known that she was a contract employee of the State Department. The consulate would not provide her hometown or any other information because of privacy act considerations.
