MONSEY — The older brother of a sex offender has been charged with repeatedly sexually abusing two boys under the age of 11, Ramapo police said today.
Police detectives arrested Shmul M. Dym, 31, of Monsey on two felony counts involving improper sexual contact with a child during at least a three-month period.
Dym was charged with two counts each of first-degree sex abuse and second-degree course of sex conduct. Police also charged him with a misdemeanor count of acting in a manner injurious to a child less than 17 years old.
Police began investigating a complaint on July 28 involving two young boys being sexually abused, Detective Lt. Mark Emma said.
Detectives arrested Dym on Friday. He was released after he posted $30,000 cash bail set by Ramapo Town Justice David Stein and surrendered his passport, Emma said.
Emma said Dym knew who the two boys were, but they were not related to him nor did they have a friendship.
The names and exact ages of the boys and where they live in Ramapo were being withheld to protect their identities, Emma said.
Dym's younger brother, Betzalel, was convicted in August 2006 of first-degree sex abuse. He was convicted of having sex with a then-10-year-old Monsey boy five times between January and May of 2006.
As a result of his conviction, Betzalel Dym is listed as a Level 2 sex offender on the New York State Registry, designating him a moderate risk of repeating his crime. He must report his address and adhere to other conditions.
Betzalel Dym became involved in a lawsuit in which a Rockland judge ruled unconstitutional a county law establishing where sex offenders can live. He had been arrested for living withing 1,000 feet of a school.
